It has the annoying limitation that you have to swap mounts / move anything you're carrying over every hour, but this idea definitely has potential.Hell, if you have a small party, you can just stick your party on the Disk.I'd argue that if Bigby's Hand is only ever considered Half-Cover, even when explicitly used for Interposing Hand just to provide said cover, that a Phantom Steed should only ever count for half-cover, and this 3/4ths potential is overestimated. Your extra horses cannot be directed to take really any actions, unless they are ridden.

Because if you cast it as a ritual, you can just recast it again after 49 minutes, or just make a carriage pulled by an army of phantom steeds. The steed can be ridden only by you or by the one person for whom you specifically created the mount. Whenever I look at various Wizard guides or spell rankings, I see that people generally consider Phantom Steed to be a middle of the road option. Sword Coast Adventurer's Guide Ranger
Player's Handbook For the duration, you or a creature you choose can ride the steed Anymore is probably too liberal an interpretation and devalues other more powerful minion spells and features.I would think even doing things like the Help action are out, as it doesn’t actuall say the Phantom Steed follows your commands, or where it acts in initiative, like say Find Familar.Hell you probably can’t even technically direct it to move, unless you are literally riding it.
Meaning it is probably only good as a mount or just standing there.
The creature uses the statistics for a riding horse, except it has a speed of 100 feet and can travel 10 miles in an hour, or 13 miles at a fast pace.
